Civic Association of River Falls

 

CARF is the voluntary community association of River Falls that was formed in 1975 to represent the interests of River Falls residents.  Among the things CARF does are:

  • act as spokesperson for River Falls to the various governmental and corporate bodies whose decisions affect our community;
  • keep the community informed of developments affecting River Falls in particular and the Potomac area in general (e.g., PEPCO issues; school boundary issues; zoning issues);
  • oversee the administration and operation of the RiverFallsChat email listserv;
  • oversee the Architectural Control Committee (also known as the 'ACC'), which reviews renovation plans for conformity with the legal covenants that apply to each resident of River Falls, and ensure that other covenants are complied with by homeowners;
  • publish an annual River Falls directory provided to CARF members, as well as a quarterly newsletter, The Neighborhood News, which is delivered to all residents.
  • undertake those local projects and celebrations of a civic nature that help keep River Falls a pleasant community in which to live, including organizing our annual July 4th celebration, providing security patrol for Halloween, and establishing a Welcoming Committee to introduce new residents to the neighborhood.

Neighborhood News

Quarterly newsletters with information about River Falls activities and news about residents are published and distributed to each home in the neighborhood.  If you are a member of the RFCCA Swim/Tennis Club and have a login and password for the private portion of this website, click here to view the latest as well as archived editions of the CARF Neighborhood News.

River Falls Neighborhood Directory

CARF publishes an updated directory each Memorial Day.  Changes may be forwarded at any time to the Directory Editor.

River Falls Chat

“RiverFallsChat” is the un-moderated, official listserv of CARF, the Civic Association of River Falls. The purpose of this listserv is to facilitate “official” and “informal” communication among River Falls neighbors. Any adult resident of River Falls, or minor with parental permission, may subscribe to RiverFallsChat. Click here for more information and rules about RiverFallsChat.

Covenants and Architectural Control Committee

The Architectural Control Committee (ACC) reviews renovation plans for conformity with the covenants for homes located in the original section of the River Falls community.

Any exterior project to your home, whether or not it necessitates a county building permit, requires review by the River Falls Architectural Control Committee unless it is an in-kind replacement of existing materials. This is a homeowner obligation and not something your contractor will necessarily do unless you ask. Be sure to review the River Fall's covenants available below for guidance. The covenants are also available in the CARF Directory. Decisions by the ACC may be appealed to the CARF Board. Among other things, failure to comply with the Covenants will result in the loss of RiverFallsChat privileges.
